Instructions
Preheat oven to 375°F (190°C). Brown ground beef in a skillet, season with salt, pepper, onion powder, and paprika. Drain excess fat.
Melt butter in a saucepan, sauté garlic for 1-2 minutes. Add rice, beef broth, and heavy cream; simmer until creamy, about 3-4 minutes.
Grease a 9x13 inch dish. Spread rice mixture, layer beef, then sprinkle cheeses on top.
Bake for 25-30 minutes until cheese is bubbly and golden. Optional broil for 2-3 minutes for extra color.
Rest for 5 minutes, garnish with parsley, and serve hot.
Notes
For a richer flavor, use full-fat cheese and fresh herbs.
