Instructions
Sear half the beef in 1 tablespoon of oil until browned, then transfer to the slow cooker. Repeat with remaining beef.
Cook onion in skillet for 3-4 minutes, add garlic, then transfer to the slow cooker.
Add remaining ingredients (except bay leaves and cornstarch) to the slow cooker and stir well.
Add bay leaves, cook on low for 10 hours until beef is tender.
Optional: Mix cornstarch with cold water, stir into stew, and cook for 10 minutes to thicken.
Notes
For a thicker stew, add cornstarch mixture at the end.
