Instructions
Preheat oven to 350°F (175°C). Line a square pan with parchment or foil, leaving overhang, and grease it.
Combine hot melted butter and sugar; let sit 5 minutes, then whisk vigorously for 30 seconds. Add eggs, water, vanilla, and whisk again.
Mix in cocoa powder, powdered sugar, flour, salt until glossy; fold in chocolate chips.
Pour batter into pan, smooth top, and bake for 28-33 minutes (8x8) or 18-23 minutes (9x9). Cool completely before slicing.
Notes
For a shinier crust, let the sugar and butter mixture sit before whisking. Do not overbake for fudgy texture.
