Instructions
Preheat oven to 325F and prepare an 8x8 baking dish with parchment paper and cooking spray.
Mix powdered sugar, baking powder, oat flour, cocoa powder, salt, and chocolate chips in a bowl.
Combine granulated sugar with boiling water, then add melted butter, vanilla, and eggs; mix well.
Stir dry ingredients into wet mixture until just combined, then pour into prepared pan.
Bake for 45 minutes, cool for 2 hours before cutting.
Notes
For extra fudginess, slightly underbake and let cool completely.
