Chocolate mousse topping

Instructions
Preheat oven to 350°F (175°C). Mix dry ingredients and add wet ingredients; combine well.
Pour batter into a greased cake pan and bake for 30 minutes. Let cool.
Heat boiling water and add to cocoa mixture to make the mousse topping.
Whip heavy cream with sugar and vanilla until soft peaks form, then fold in melted chocolate.
Spread mousse over cooled cake and chill before serving.
