Instructions
Preheat oven to 375°F (190°C) and line a baking sheet with foil.
In a skillet, heat 1 tablespoon of olive oil over medium heat. Add diced peppers and chopped onion; cook until softened, about 10 minutes.
Warm refried beans in a pan over medium heat, stirring in cumin and chili powder.
Spread seasoned beans on each tortilla, add rice, sautéed vegetables, salsa, and cheese. Roll up burritos and place seam-side down on the baking sheet. Brush with remaining olive oil.
Bake for 15 minutes until golden and crispy. Serve warm.
